Overview

Applying a unique blend of legal, financial and real estate taxation and valuation experience, the CSG Law Real Property Taxation & Incentives Group helps property owners, leaseholders and real estate developers identify and leverage tax incentive opportunities and limit their real estate tax exposure.

Delivering insight on matters beyond the basic prosecution of a tax appeal, the CSG Law Real Property Taxation & Incentives Group brings a deep, technical understanding of real estate valuation principles needed to aid clients in gaining a clear view of the “bigger picture.” Our fully integrated practice—with core capabilities in property taxation, non-residential development fees and mansion tax projections, municipal tax abatements, exemptions, development tax incentives offered by the state, and tax appeals—is steeped in all aspects of property valuation that are essential in answering the question of how much a parcel of real estate should be taxed.

The Group has been involved in numerous projects calling for innovative, forward-thinking solutions, as clients look to take advantage of state and municipal incentives available to grow their organizations.  The Group’s attorneys are adept at analyzing and negotiating various valuation and taxation issues and assisting in the application for, and management of, various municipal and state provided tax incentives.

Our group leader is among New Jersey’s leading real property taxation lawyers. He was extensively involved in New Jersey’s property taxation reform initiative undertaken by the state’s governor and legislature and applies that knowledge, experience and perspective when advising the firm’s clients on how best to minimize their tax obligations.

State and Municipal Tax Incentives

The financial viability of a real estate development project often depends on establishing property tax liability projections, and then utilizing a wide array of state and municipal government tax-incentive packages—from grant programs to bond financings—to optimize the project’s tax position. CSG Law attorneys have handled a range of sophisticated New Jersey-based development projects, guiding stakeholders through the entire development process, from the project’s early conception to completion, helping them assemble the optimal incentive package and secure the best possible property tax position.

Tax Appeals

We represent various stakeholders, property owners and select municipalities, before the State Tax Court and all of the State’s 21 County Tax Boards and excel in effective dispute resolution.

Our lawyers handle tax appeals involving various property categories, such as regional shopping malls, hotels, casinos, office buildings, and apartment complexes; warehouses, oil refineries, breweries, and chemical and power plants; and recreational properties such as golf courses and amusement parks. We also are adept in handling complex tax issues related to property redevelopment, including condemnation proceedings, as well as advising on and negotiating municipal Payment In Lieu Of Tax (PILOT) agreements.

With capabilities across the spectrum of real estate transactions, real property taxation and litigation, we employ a comprehensive approach to each client’s tax appeal.

Deep Experience

We have forged deep and long-standing relationships with key public officials and stakeholders at New Jersey’s state, county and local levels. Currently, we serve as special counsel to the New Jersey Association of Municipal Assessors and the League of Municipalities, as well as represent the State of New Jersey in its oversight and management of Atlantic City. We also have strong ties with municipal tax assessors across the state; county boards of taxation; and a range of state agencies, including the Department of Community Affairs (DCA), the Local Finance Board, and a succession of governors and their representatives.

Whether the matter involves helping one of the world’s largest gas pipeline operators successfully appeal taxes levied on a major distribution facility or working with a leading cultural institution to turn an abandoned housing project into a billion-dollar film studio, our attorneys are uniquely qualified to address the full spectrum of state and local tax issues.
