CSG Law Environmental Blog: Operation FAST – NJDEP’s Push to Modernize Permitting Without Sacrificing Environmental Protection

In an effort to address longstanding concerns about regulatory delays and inefficiencies, the New Jersey Department of Environmental Protection (NJDEP) has launched Operation FAST — Facilitated Approvals for Sustainable Transformation. Announced in April 2026, the initiative represents a significant shift in how the state approaches environmental permitting, with the dual goal of streamlining approvals while maintaining New Jersey’s rigorous environmental standards.

For developers, infrastructure planners, environmental consultants, and attorneys, Operation FAST signals what is hoped to be a meaningful change in both the pace and transparency of NJDEP interactions.

So, what is Operation FAST?  Operation FAST is a comprehensive, agency-wide reform initiative designed to make NJDEP more efficient, responsive, and transparent to both businesses and the public. According to NJDEP, the program is intended to accelerate project reviews, reduce permitting backlogs, and improve communication and coordination. NJDEP has emphasized that the initiative is not about deregulation, but rather about removing unnecessary procedural friction that can delay projects and increase costs.

6 Key Components of Operation FAST

The initiative is not a single reform, but rather a multi-pronged strategy targeting inefficiencies across the permitting process. Key elements include:

  1. Streamlined Review Processes. NJDEP is working to simplify internal procedures and eliminate redundancies to enable faster decision-making on permit applications.
  2. Reducing Backlogs Through Staffing and Resources. NJDEP is investing in additional personnel and technical resources to conduct targeted reviews and address existing permit backlogs.
  3. Improved Interagency Coordination. Operation FAST emphasizes cross-program collaboration, ensuring that projects involving multiple regulatory areas are reviewed more cohesively and efficiently.
  4. Modernized Technology and e-Permitting. A major component of the initiative is the modernization of DEP systems, including:
  • Automated submission platforms
  • Digital dashboards for tracking permit status
  • Expanded e-permitting capabilities

These upgrades are designed to increase both efficiency and transparency for applicants.

  1. Enhanced Transparency. The initiative introduces tools and processes that allow applicants to better understand where their application stands, what remains to be completed, and expected timelines. If successfully implemented, this will represent a significant departure from the historically opaque permitting system.
  2. Focus on Priority Projects. Operation FAST also seeks to expedite projects of statewide importance, particularly in the clean energy and infrastructure sectors.

While Operation FAST is still in its early stages, it nonetheless represents one of the most significant recent efforts to reform environmental permitting in New Jersey. By focusing on streamlined processes, enhanced transparency, and increased staffing and technology, NJDEP is attempting to resolve longstanding inefficiencies without lowering environmental standards.

If you have projects or permits pending at the NJDEP that have been languishing, then don’t hesitate to call to discuss potential strategies for securing approvals.
