JCP&L, Atlantic City Electric and Rockland Electric Issue Request for Proposals for Long Term SREC Contracts

On March 9, 2015, JCP&L, Atlantic City Electric (“ACE”) and Rockland Electric (“RE”) issued a Request for Proposals (“RFP”) to select solar projects with which to enter into contracts for the purchase of solar renewable energy credits (“SRECs”). The RFP is the first of six solicitations to be issued over the next three years. Eligible projects will be selected based on price per SREC bid. Successful projects will be eligible for a ten year SREC contract at the bid price, less transaction fees.

The RFP is soliciting projects in the following three segments:

Segment 1: Net metered residential and small commercial less than or equal to 50kW;

Segment 2: Net metered projects greater than 50kW and up to 2MW (Commercial only for RE); and

Segment 3: Grid-Supply projects certified as located on closed landfills, brownfields or areas of historic fill.

The RFP has set aside the following quantities for the first solicitation:

JCP&L: Segment 1, 870kW, Segment 2, 4.33MW and Segment 3, none.

ACE: Segment 1, 380kW, Segment 2, 1.92MW and Segment 3, none.

RE: Segment 1, 250kW, Segment 2, 200kW and Segment 3, 1.5MW

A total of 33MW of projects are earmarked for the first three solicitations anticipated to occur in 2015.

All eligible projects must not yet be operational but must have successfully completed the initial application process under the SREC Registration Program.

The application process will have three parts. The first part, the Expression of Interest, is due by noon on Monday, April 20, 2015. The remaining parts of the application, the Pricing Proposal and the Qualification Package are due by noon on Thursday, April 23, 2015.
